■Background to the Implementation

According to a survey by the Administration for Children and Families, the percentage of unmarried persons (excluding divorce and bereavement) at age 50 years old compared between 1980 and 2020 has increased from 2.6% to 28.25% for men and from 4.45% to 17.81% for women. The total fertility rate has gone from 1.75 to 1.33 when compared at the same point in time. Japan is progressing into a so-called "super-aging society," and increasing the number of children to be the bearers of society is an urgent issue.
