Medical Excellence JAPAN (MEJ) (President: Kenji Shibuya), a general incorporated association, concluded a "Memorandum of Understanding on Medical Business Cooperation between Japan and China in the Field of Medical Health Industry" with China Non-Public Medical Institutions Association (CNMIA)* on April 18, 2025.
Based on this MOU, the two countries will work together to promote medical tourism and exchange of medical personnel and academics, as well as the international development of the medical industry, with a view to developing high-quality Japanese medical equipment, pharmaceuticals, and services in the Chinese market. We will also promote medical tourism from China to Japan in the fields of health checkups and regenerative medicine as well as cancer treatment.

Promotion of medical tourism: Establishment of a Japan-China medical cooperation base, mutual cooperation in advanced medical fields
Medical exchange and event collaboration: joint training, mutual visits, and academic exchange
International development of the medical industry: Support the introduction of Japanese medical equipment, pharmaceuticals, and medical services into China, and contribute to the development of industries in both countries

This MOU will accelerate practical cooperation between Japan and China through medical tourism and industrial collaboration, and will start a new stage of industrial development and global expansion for both countries.
■About Medical Excellence Japan (MEJ)
MEJ was established in 2013 based on the Japanese government's growth strategy as a core organization for the international development of healthcare. MEJ promotes the international development of medical care both outbound (overseas development of medical equipment and services) and inbound (acceptance of medical tourism from abroad).
About the Chinese Non-government Medical Institutions Association (CNMIA)
Established in August 2014, CNMIA is a national first-class non-profit association approved by the National Health and Medical Commission. It has about 220,000 member institutions (about half of all private medical institutions in China). It serves as a bridge between China's private medical institutions and the Chinese government, and is a driving force for improving the quality of medical care and expanding the management of private medical institutions.
