About the Hematopoietic Stem Cell Transplantation Promotion Act
The Hematopoietic Stem Cell Transplant Promotion Act, adopted unanimously in September 2012, aims to promote bone marrow transplant treatment and the stable operation of the bone marrow bank business.
It is noteworthy that this law was enacted as a "Diet Member Legislation.
In Japan, the majority of legislation is "cabinet legislation" submitted by the government. In the case of cabinet legislation, the ruling party usually takes the lead in drafting the bill.
Parliamentary legislation, on the other hand, is a law-making process in which Diet members submit bills for enactment, and it can be seen as a bi-partisan effort. The Hematopoietic Stem Cell Transplant Promotion Act was adopted unanimously as a result of passionate support for the need for this law that transcended the boundaries between the ruling and opposition parties.
Since the law was enacted, the Japan Marrow Donor Program has been working even more vigorously and continues to provide transplant opportunities to many people, with more than 560,000 donors currently registered and a cumulative total of more than 29,000 transplants.
Importance of the Donor Leave System
The donor leave system is a system whereby employees who become bone marrow donors are given special leave by their employers in addition to the statutory paid leave.
Although donation requires about 10 days to complete a hospital visit or hospitalization, some donors decline to donate because they cannot take time off work or because they are concerned about using their own paid time off or being treated as an absence.
The donor leave program allows donors to take time off work without worry and help save lives.
In addition, by introducing a donor leave system, companies and organizations can not only provide donors with the peace of mind they need to donate their lives, but also help companies show their contribution to society and be recognized as an excellent health management corporation by the Ministry of Economy, Trade and Industry (METI).
